Design for a fancy-dress costume: Peacock ca. 1860 | In the Swan's Shadow

It depicts a costume based around peacock feathers, with very exaggeratedly large peacock eyes on the skirt, an effect enhanced with applied tendrils of fringe, possibly chenille thread, to suggest the feathers.

watercolour & pencil drawing V&A  number: E.22044-1957  c.1862  This design was created by Léon Sault, possibly for Charles Frederick Worth. It represents either a fortune teller, or the general concept of fortune telling.   Léon Sault was a fashion and theatre designer and illustrator who later became a magazine editor, publishing some of his fancy dress costume designs as part of a series titled "L'Art du Travestissment" (The Art of Fancy Dress).
