Construction site of first Commission estate in 1944 . The Commission developed Fisherman's Bend to meet an urgent need for housing in Port Melbourne and South Melbourne. Many families, small and large, lived in substandard conditions, including beach shanties. The final estate comprised 374 homes, which housed over 1,000 children.
