The Williamstown car ferry provided the only crossing of the Lower Yarra (to the Port Melbourne side) until the opening of the West Gate Bridge (under construction in the background). James was known to been heavily involved a multimillion dollar stolen-auto and "chop shop" operations in the Chicago area. James was also a suspected of narcotics dealing without approval from crime syndicate higher-ups. James was killed in 1978.
